As with the earlier assessment, this study consists of two separate, but related, analyses: greenhouse gas emissions from 2015-2050, and air quality impacts in 2030. The report finds that greenhouse gas emissions from light-duty vehicles could drop as much as 64% below today’s levels.

The second phase—the rules for which DEQ is currently seeking comments—require the same parties to meet the low carbon fuel standards by supplying cleaner fuels in Oregon or purchasing credits from clean fuel providers. The full program does not mandate the use of a specific alternative fuel or set a cap on total emissions.

A proposal for existing plants is due in 2014, with targeted file rule in 2015. In terms of investment in innovation for cleaner energy, the plan calls for: Investment in advanced fossil energy projects. The standards for new plants—already being developed by EPA—are to be done this fall.

The plant will produce cleaner gasoline from low-cost natural gas, captured bio-methane from farms and landfills, and mitigated flared gas from the Permian basin. As a result, we will be able to profitably sell our environmentally superior fuel at competitive prices.

When the new isomerization unit is completed in 2015, we will be able to refine higher volumes of premium-quality gasoline that commands a higher price on export markets. Construction will begin this year and the unit is due to come on stream in spring 2015.
