The California Air Resources Board approved a $663-million low-carbon transportation plan to increase the use of clean cars, heavy-duty trucks, buses and freight equipment. In 1998, California identified diesel particulate matter as a toxic air contaminant based on its potential to cause cancer, premature death, and other health problems.

The California Air Resources Board unanimously approved the 2017 Climate Change Scoping Plan , which sets the state on an aggressive course to reduce greenhouse gas emissions an additional 40% below 1990 levels by 2030 under SB 32. The California Air Resources Board launched a $20 million funding assistance program designed to spur the purchase of hybrid trucks and buses that reduce smog-forming pollution and address climate change. Hybrid vehicles also reduce smog-forming emissions while saving vehicle owners money in reduced fuel costs.

Since soil contains nearly three times as much carbon than in the atmosphere, even a small fraction of carbon emitted from soil has the potential to accelerate climate change. Three of the most popular plug-in hybrids in 2020 all emitted more CO 2 than advertised when tested in the real world, according to tests commissioned by European environmental NGO Transport & Environment (T&E). T&E said governments should therefore end the purchase subsidies and tax breaks for plug-in hybrids.
