By shifting the biggest gasoline users into ZEVs first, AB 2816 also reduces the total number of ZEVs that would be needed to reach the state’s near-term target of cutting light-duty vehicle emissions in half by 2030. Light duty vehicles cause 28% of California’s total carbon emissions and pollute the air near freeways and busy roads.

The US Environmental Protection Agency (EPA) Administrator Scott Pruitt announced the completion of the Midterm Evaluation (MTE) process for the greenhouse gas (GHG) emissions standards for cars and light trucks for model years 2022-2025, and his final determination that the current standards are not appropriate and should be revised.

The provincial government has put British Columbia on a path to require the sale of all new light-duty cars and trucks to be zero-emission vehicles (ZEVs) by the year 2040. This legislation will set targets of 10% ZEV sales by 2025, 30% by 2030, and 100% by 2040, while government will take additional steps to make ZEVs more affordable.

The California Air Resources Board has adopted a revised funding plan for proceeds from the cap-and-trade program that includes putting more clean vehicles in disadvantaged communities. The investments range from supporting increased numbers of zero-emission heavy-duty trucks and buses to rebates for low- and zero-emission passenger vehicles.
