Oregon’s Department on Environmental Quality (DEQ) is inviting public comment on a proposed rulemaking that would fully implement Oregon’s low carbon fuel standard (LCFS). The first phase required Oregon producers and importers of fuels to register with DEQ, keep records and submit reports about the fuels they currently supply.

Oregon Governor Kate Brown, who assumed office in February after the resignation of former Governor John Kitzhaber, has signed into law Oregon’s Clean Fuels legislation ( SB 324 ). Under the contract, SwRI will evaluate all types of fuels and additives, including conventional and reformulated gasoline and diesel fuels. In 2015, SwRI won a similar five-year, $20-million contract. Some of this work is developmental, but the agency has to have as much data as possible to formulate industry standards.

—Low Carbon Fuel Standard 2011 Program Review Report. The California LCFS regulation, which went in to effect on 15 April 2010, targets a reduction of the carbon intensity (CI), on a full-fuel lifecycle basis, of transportation fuels (measured in gCO 2 e/MJ) used in California by an average of 10% by the year 2020.
