On Thursday, the Massachusetts House and Senate both passed a major new climate bill, An Act Driving Clean Energy and Offshore Wind. The bill is basically what we expected: a combination of the House ’s emphasis on offshore wind, the Senate ’s emphasis on electric transportation, and some new policies in other areas.

Last year, Massachusetts passed a monumental climate law, An Act Driving Clean Energy & Offshore Wind. Among very many other things, the climate law called for significant changes to the state rebate program for electric vehicles, MOR-EV. Now we have learned that several more will come into effect on July 1.

Last week, with a resounding vote of 144-12, the Massachusetts House of Representatives passed the Offshore Wind and Clean Ener g y bill. We are especially thrilled because we worked hard to get provisions introduced that would help municipal aggregations access offshore wind. It will now go to the State Senate.

There has been a lot of news about offshore wind in New England lately. First, some good news: Vineyard Wind 1, an 800MW project contracted with Massachusetts, is currently under construction and expected to be up and running by the end of the year.

The US Department of the Interior (DOI) will offer nearly 80,000 acres offshore Maryland for commercial wind energy development in a 19 August 2014 competitive lease sale. BOEM expects to hold additional competitive auctions for Wind Energy Areas offshore Massachusetts and New Jersey in the coming year.
