A paper by a team from the University of Chicago and MIT suggests that technology-driven cost reductions in fossil fuels will lead to the continued use of fossil fuels—oil, gas, and coal—unless governments pass new taxes on carbon emissions. We need both a policy like a carbon tax and to put more R&D money into renewables.

In April 2013 the Air Resources Board adopted a regulation setting January 1, 2014 as the start of the linkage, which will enable carbon allowances and offset credits to be exchanged between participants in the two jurisdictions’ programs. The sale of Québec allowances will generate at least $2.5 billion in revenue by 2020 in Quebec.

The California Air Resources Board (ARB) is soliciting research suggestions for the Fiscal Year 2012-2013 Annual Research Plan in the form of brief conceptual descriptions that address specified research gaps and support the Board’s ongoing regulatory and policy priorities.
