The plant will produce power by converting sub-bituminous coal into hydrogen-rich synthesis gas (syngas) and CO 2. The syngas and high-quality steam will be fed to the combined-cycle combustion and steam turbine generator to produce electricity. About 200 megawatts of electricity will be put on the power grid.

Principal inputs are coal, water, non-carbon electricity, and make-up solvent. Indirect liquefaction processes gasify the coal to produce synthesis gas (carbon monoxide and hydrogen). The synthesis gas is then reacted over a catalyst to produce a mixture of liquid hydrocarbons (Fischer–Tropsch synthesis).
