Global fossil CO 2 emissions are expected to grow 1.0% (with an uncertainty range of 0.1% During the Global Financial Crisis in 2008/9, the COVID19 pandemic, and now the Ukrainian War, economic stimulus packages were meant to put the world on a cleaner and greener path, but this is not at all evident in the CO 2 emissions data.

The FOA modifies a much smaller and earlier-issued FOA by incorporating a supplemental $300 million appropriated by the American Recovery and Reinvestment Act (ARRA) of 2009 (the stimulus bill) for the Energy Policy Act (EPACT) of 2005 Section 721 to fund a competitive grant pilot program to be administered through the Clean Cities Program.

The facility for battery testing was built in 1991, and has conducted thousands of scientific studies to evaluate the safety of batteries under a wide range of imaginable abuse scenarios that a battery might face in the real world. We’ll have the capability to test batteries in the 5- to 15-kilowatt-hour range, which we’ve never done before.

The EV Project began in October 2009 when ECOtality’s eTec was awarded a federal stimulus grant of nearly $100 million from the DOE, and will deploy 4,700 Nissan LEAF EVs for the three-year study. to test and certify eTec’s vehicle charging stations that will be used in the project.
