The researchers analyzed extensive satellite and ground-based measurements of nitrogen oxides and carbon monoxide. They found that levels of pollutants that can contribute to the formation of ground-level ozone, or smog, have failed to continue a fairly steady decline as estimated by the US Environmental Protection Agency.

The data showed a 50% jump in efficiency each time the panels were cleaned after being left alone for several weeks. These were shown to be ozone-depleting, however, and were targeted for phasing out under the 1987 Montreal Protocol.

A study by a team at the the International Council on Clean Transportation (ICCT) finds that if that lag persists and present trends in vehicle activity continue, early deaths from vehicle-related PM 2.5 GtCO 2 e (applying GWP-100 metric) cumulatively from 2015 to 2030, 95% of which would come from reductions in black carbon.
