The US auto industry, via the Alliance of Automobile Manufacturers, is lining up to support a new national, harmonized program to reduce carbon emissions and fuel consumption that President Obama will announce on Tuesday, 19 May. Autos represent 17% of all anthropogenic CO 2 in the US, according to EPA.

Well I do not accept a future where the jobs and industries of tomorrow take root beyond our borders—and I know you don’t either. So I ask this Congress to send me legislation that places a market-based cap on carbon pollution and drives the production of more renewable energy in America. It is time for America to lead again.

This program was signed into law by President Bush in 2008 and then awarded under the Obama administration in the years that followed. The Department first offered loans to Tesla and other auto manufacturers in June 2009, when car companies couldn’t get other financing and many people questioned whether the industry would survive.

When he proposes steps to improve oil industry safety, we hope he won’t say, “Let’s make sure this never happens again.” He’ll start with the oil catastrophe. No one can make that promise.
