The German Federal Government plan to have one million electric cars on its roads by 2020 has failed, according to the analysis of international management consulting firm Bain & Company. In terms of international electric car market share, Germany with 0.6% (as of 1Q 2015) is far behind Norway (33.1%) and the Netherlands (5.7%).

Under RDE, a car will be driven on public roads over a wide range of conditions using portable measuring equipment (PEMS). It was the manipulation of the emissions test and its results that was at the center of the 2015 emissions scandal, which involved a number of car manufacturers. Not considered at present.

It also considered barriers that automobile manufacturers and dealerships face in promoting the adoption of PEVs. Most BEVs have small driving ranges, and this could be a substantial barrier to their widespread adoption. Dealerships are independent franchises that are not owned or operated by the automobile manufacturers.

Among the findings were: Adopting the full combination of improved technologies in medium and large cars and pickup trucks with spark-ignition engines could reduce fuel consumption by 29% at an additional cost of $2,200 to the consumer. For example, the report notes the promise of cylinder deactivation, turbocharging and downsizing.
