Like the Volt, they are shooting for a 300 mile range with the first 40 miles all electric. Looks like most of the battery EV makers are shooting for a 100-150 mile range, with Tesla shooting for over 200.

Merc wants the electric smart to perform badly, to have a short range and little power, so that it dosent eat up other products in the lineup. It is probably possible to make a 20k electric smart that outperforms most other cars on the road in everything except range and top speed. For this to happen there has to be a detuning process.

Probably the most needed and least controversial proposed change is the elimination of the phaseout of the tax cap that begins in the quarter after a manufacturer sells 200,000 BEVs or PHEVs in the US. But all of these PHEVs have batteries of around 9 kWh and so they could easily be upgraded to 10 kWh to qualify for the tax credit.
