Andy Frank makes the observation that parallel hybrids (Toyota Prius) are cheaper than series hybrids (Chevy Volt). Waters worked on the battery for the General Motors EV1 and also worked at Ener1, which makes lithium-ion batteries. The car will go 30 miles on batteries before the gas engine kicks in and be street-legal.
