Bromine then reacts with a gaseous form of mercury, turning it into a pollutant that falls to Earth’s surface. Despite ozone’s beneficial role blocking harmful radiation in the stratosphere, ground-level ozone is a harmful pollutant. Bromine also can remove ozone from the lowest layer of the atmosphere, the troposphere.

Between 2008 and 2017, total VMT increased 5% in California, but declined in Pennsylvania (-6%) and New York (-8%). Texas saw the greatest increase over the period (+16%).
