The treasure chest was cleverly disguised in the form of Federal stimulus money from the ARRA, the American Recovery and Reinvestment Act. Since it provides easy financing for solar PV and energy efficiency, AB 811 fits into all this like a hand-in-glove. Imagine that. Why would we want to take on such a huge job?
