Canadian government programs that offer rebates to hybrid vehicle buyers are failing to produce environmental benefits commensurate with the cost, according to a study by researchers at the University of British Columbia (UBC). Some of the best passenger vehicles today, the ones called PZEVs, are pretty close to zero emissions. Under California’s vehicle emissions ratings, PZEVs (Partial Zero Emission Vehicles) meet SULEV (Super Ultra Low Emission Vehicle) tailpipe emission standards and also have zero evaporative emissions.
