The American Council for an Energy-Efficient Economy ( ACEEE ) issued a statement criticizing the new agreement on a vehicle scrappage program emerging from the House Energy and Commerce Committee. The vehicle scrappage program would offer vouchers of $3,500 or $4,500 for consumers to retire their vehicles and purchase new ones.

The rebate will initially reduce the incremental cost of purchasing all-electric transit buses by up to 100% and help increase the number of all-electric transit buses on New York’s roadways while removing older diesel-powered vehicles trucks through a scrappage requirement.

A study by researchers at UC Davis suggests that a properly designed vehicle scrappage (i.e., Cash for Clunkers”) program could maximize greenhouse gas emissions savings by using fuel-economy based eligibility requirements rather than age-based requirements. The scrappage scheme is only a few days old here in the UK and it has already come under fire. By contrast it states, the Congress scheme is weaker - you can simply buy a new SUV with only slightly better gas mileage and qualify for a $3,500 boost. What do you think of these proposals and the scrappage scheme in general?
