To date, North America is the strongest market for light duty (LD) plug-in electric vehicles (PEVs), with more than 133,000 sold in 2014. Navigant expects that Hawaii, Washington, and Georgia are the only other states besides the 10 ZEV states that will have penetration rates comparable to ZEV states—i.e., above 7% in 2024.

The San Jose area had the highest share at 10%, followed by other California areas (4% to 6%) and markets in Colorado, Hawaii, Oregon, Vermont, and Washington (2% to 4%). Overall, the share of new vehicles that are plug-in electric in these 50 areas is 1.2%, about 3 times the proportion in the rest of the United States.
