Reducing emissions of black carbon soot and ground-level ozone would quickly make a considerable dent in the climate change problem and would also contribute to public health and protect crop yields, according to an essay in the September/October issue of Foreign Affairs. Besides a danger to breathe, ozone lowers crop yields.

The plan, California’s Short-lived Climate Pollutant Reduction Strategy, maps out the route to more rapid greenhouse gas reductions by clamping down on these super pollutants. Approximately 70% of the reductions needed to meet the ozone standard in the South Coast in 2031 would come from existing or proposed regulatory actions.

Additional diesel PM reductions in 18 major CA railyards with five new locomotive measures. While we are pleased to have already reduced diesel emissions at the rail yards, it’s not enough. In response to a Board directive in April 2008, ARB staff developed a plan to further reduce emissions from locomotives and railyards.

These reductions have come from strong efforts to reduce on-road vehicle emissions, especially diesel particulate matter. The major sources of methane in California are livestock (~30% of the state’s methane emissions), followed by landfills and oil and gas production. CO 2 remains in the atmosphere for up to a century.
