The Clean Vehicle Assistance Program, run by the Oakland-based nonprofit Beneficial State Foundation, was launched with a $5-million CARB grant. To date, Beneficial State Foundation has already received more than 900 applications and awarded 24 grants for cars ranging from a 2018 Nissan Leaf to a 2014 Kia Optima Hybrid.

The public agencies receiving vehicles are: Alameda County, Sonoma County, San Francisco, Concord, Santa Rosa, San Jose, Oakland, Fremont, the Marin Municipal Water District, and Sonoma County Water Agency. The County will receive 26 of the 90 vehicles—raising the number of electric or hybrid vehicles in its fleet to more than 50.

Fifty-five percent of respondents cited the initial purchase price of electric commercial vehicles as the top barrier. Instead of undertaking a large-scale fleet overhaul, many companies will prioritize electric options when replacing vehicles and even consider electric leasing options to mitigate the initial purchase price.

Linde LLC was awarded $4,250,000 to install two hydrogen refueling stations located in San Ramon and Oakland. The US Hybrid Corporation in Torrance will receive $200,000 to install electric vehicle chargers for its employees. ITM Power Inc. was awarded $2,125,000 to install a hydrogen refueling station in Riverside.

Pike Research forecasts that the top 5 (MSAs) for cumulative electric vehicle purchases between 2011 and 2017 will be: New York-Northern New Jersey-Long Island, NY-NJ-PA. San Francisco-Oakland-Fremont, CA. California dominates the top 10 MSAs when ranked by PEV sales, with all six of the top California MSAs in the top 10.
