In a move to take older vehicles off the road and spur new car sales, US Representative Betty Sutton (D-OH-13) introduced legislation today that will provide consumers a $3,000 to $5,000 incentive to buy more fuel-efficient cars, trucks or use mass transit. Representative Sutton is a member of the House Energy and Commerce Committee.

AB 118 funding also provides about $100 million annually to the California Energy Commission for projects that reduce greenhouse gas emissions and promote fuel diversity, and up to $30 million annually to the Bureau of Automotive Repair for voluntary passenger vehicle scrappage programs.

The Internal Combustion Engine (ICE) based three-wheelers will pass through a phase of retrofitting and use of hybrid energy sources to fulfil economic and technological needs. It is possible to use renewable energy more effectively by hybrid three-wheeler vehicles. This will be more economical for consumers than buying a new one.

The Plug-in Car Grant will be distributed directly to consumers at the point of purchase and will be managed in a similar way to the grant made as part of the Government’s scrappage scheme. This [new grant scheme] is now a disincentive for anyone looking at buying the quadricycle type of electric vehicles [such as its G-Wiz].

The UK Energy Research Centre (UKERC), the focal point for UK research on sustainable energy, today launched an extensive review of policies which could significantly reduce transport CO 2 emissions. Subsidies for low carbon cars are likely to be effective, because the evidence is that people tend to discount long run costs.
