The incentives that many states have provided to plug-in vehicle buyers have for the most part been a success; though they’ve also in many cases been a learning experience Connecticut is a good example, and the state is in the middle of a revamp of its program, called the Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR).

Connecticut Governor Dannel P. Malloy announced the Connecticut Hydrogen and Electric Automobile Purchase Rebate Program (CHEAPR). Under this new initiative, a cash rebate of up to $3,000 is now available for Connecticut residents, businesses, and municipalities who purchase or lease an eligible electric vehicle (EV).

However, the incentive does not apply to the purchase of PHEVs. California’s ZEV mandate requires automobile companies to produce for sale a certain percentage of zero emission vehicles, such as electric and hydrogen fuel cell. Washington has exempted EVs from the state''s 6.5% sales and use tax.
