The Air Resources Board re-adopted a Low Carbon Fuel Standard ( LCFS ), which requires a 10% reduction by 2020 in the carbon intensity of transportation fuels. At the time, Americans were slurping leaded fuel through massive V8 sedans. Industry belched out smoke and sludge with little fear of legal consequences or bad press. There’s encouraging progress in alternate fuels like CNG and ethanol too. Air pollution was commonly accepted as the smell of prosperity.
