California’s Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) provides incentives to purchase the cleanest medium- and heavy-duty trucks, and Clean Cars 4 All incentivizes lower-income California drivers to scrap their older, high-polluting cars and replace them with zero-emission, plug-in hybrid or hybrid vehicles.

In the release, Colorado clarifies that it includes battery-electric, plug-in hybrid electric and fuel cell electric as what it refers to as zero-emission options. The state has also said that it’s aiming to get one million zero-emission vehicles on its roads by 2030, along with its plan to eliminate greenhouse gas pollution entirely by 2050.

Through this program, Ontario drivers qualify for $1,000 toward the purchase of a used fully electric or plug-in hybrid electric vehicle. Since the program launched in April 2019, it has issued over 500 incentives and continues to attract public interest despite the economic downturn caused by the COVID-19 pandemic.
