Among electric vehicles from automakers that report specific sales numbers for their EV models, the Toyota RAV4 Prime PHEV was tops in the US in 2021 with 27,3707 units sold. Another top-selling EV beyond Tesla models that is not included is the Jeep Wrangler 4xe PHEV, which likely saw 2021 sales of between 20,000-25,000.

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

In this brief article I will share the 3 scenarios that lead to an EV being completely disqualified from any available tax credit amount.

Alone, the federal government plans to purchase more than 500 plug-in hybrid electric vehicles (PHEV) or EVs in fiscal year 2017. The project is the first of its kind in New Mexico and the first all-electric Bus Rapid Transit system in the United States.

Additionally, the IRA could actually receive enough votes to pass, but not without potentially several significant changes — including to some of the EV tax credit requirements. That is a very good thing, but tying this requirement to a consumer-facing tax credit that results in few or zero EVs qualifying, is probably not the best approach.

For electric vehicles, the BBBA includes multiple proposed changes to IRC 30D, more commonly knows as the federal EV tax credit. Perhaps the mostly likely is the requirement for EVs to be assembled in the US in a union factory to qualify for an additional $4,500 tax credit. Tax Credit Becomes Refundable. More on this below.
