Navigant’s analysis indicates that only buyers in California and Oregon will purchase sufficient numbers of vehicles in order to meet the ZEV requirement in 2018 and 2019. The first commercial wireless charging products will be shipped in small quantities in 2014. By 2022, not even California will meet the 10% ZEV requirement.
