Data collected during a major 2010 state-federal atmospheric research project show that the first-in-the-nation regulation requiring ocean-going vessels to use clean fuel when near the California coast has been extremely effective in reducing sulfur dioxide pollution from ships, according to the California Air Resources Board (ARB).

At its meeting in Sacramento yesterday, the California Air Resources Board (ARB) adopted targets for reducing greenhouse gas emissions in 2020 and 2035 associated with passenger vehicle travel in the state’s 18 Metropolitan Planning Organizations. In September 2009 Administrator Jackson announced that EPA would reconsider the existing ozone standards, set at 0.075 ppm in March 2008. As part of its reconsideration, EPA conducted a review of the science that guided the 2008 decision, including more than 1,700 scientific studies and public comments from the 2008 rulemaking process.

At its meeting in Sacramento yesterday, the California Air Resources Board (ARB) endorsed the state’s cap-and-trade regulation. The focus of the ZEV regulation should be shifted to address GHG emission reductions as well as criteria pollutants emission reductions. No regulatory changes will be made at this time. Their emission benefits are appropriately considered in next summer’s revision to the LEV GHG emission standards (Pavley 2).

A board meeting is scheduled for December 9-10 in Sacramento with the objective to receive feedback on staff’s preliminary assessment and to provide the board with views on how a revised zero emission vehicle programme could complement the revisions to the low emission vehicle programme that is expected to be proposed late next summer.
