The California Air Resources Board directed its staff to take steps to provide further locomotive and rail yard emission reductions beyond those achieved by existing US Environmental Protection Agency and state regulations and agreements. Other measures may have potential, but are generally not as cost-effective.

Much has been made of late of Toyota and other automakers claims they will commercialize hydrogen fuel cell vehicles in 2015. DaimlerChrysler, for example, predicted the industry would be selling 100,000 fuel cell vehicles (FCVs) by 2004. Toyota aims to chop the present-day cost of fuel cell vehicles by 90%. I don't think so.
