The non-profit California Center for Sustainable Energy (CCSE) offers interactive access to data and analyses of information culled from the state’s Clean Vehicle Rebate Project (CVRP), funded by the California Air Resources Board. Of those, ZEVs account for 7,404 (52%) and PHEVs for 6,542 (46%). CVRP rebates by month, all owner types.

Mitsubishi is bringing the plug-in hybrid crossover Outlander (the best-selling PHEV in Europe) to the US. The 2018 Mitsubishi Outlander Plug-in Hybrid Electric Vehicle (PHEV) will arrive in dealerships in December 2017 with an MSRP of $34,595. It is also the only PHEV with DC Fast Charging capability (CHAdeMO).

The California Air Resources Board (ARB) staff has posted a discussion document. CVRP offers vehicle rebates on a first-come, first-served basis for light-duty ZEVs, plug-in hybrid electric vehicles (PHEVs), zero-emission motorcycles, and neighborhood electric vehicles.

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.
