The 2018 Mitsubishi Outlander Plug-in Hybrid Electric Vehicle (PHEV) will arrive in dealerships in December 2017 with an MSRP of $34,595. US fuel consumption and electric range figures are still to come. The two 60 kW full-time, high-output electric motors are separately mounted at the front and rear axles.

The US federal government has set a goal—via Executive Order 13423—for federal agencies to use plug-in hybrid electric vehicles (PHEV) as they become available at a reasonable cost. However, the GAO notes, “ new nuclear plants and renewable energy sources can be controversial and expensive.”

The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.
