Under a range of resource cost scenarios, most coal power plants would be replaced by solar, wind, gas, and/or nuclear generation, with intermittent renewable sources providing at least 17% and as much as 29% of total power by 2030. Its the fourth-largest mercury polluter in the state, producing around 12 times as much mercury as is allowed by a new EPA rule. Solar is an abundant resource in sunny South Texas, and the plant already has grid connections to make this an easier drop-in than having to run new transmission lines.

Despite this, a 2003 EPRI study , assuming only $2/gallon gas , zero buying incentives, and a PHEV premium of $3-$5,000 more than standard hybrids, shows that the total lifetime cost of ownership for a PHEV will be lower than that of any other vehicle type -- so the payback will be there.
