The International Council on Clean Transportation (ICCT) has released a report it commissioned from Sonoma Technology, Inc. The ICCT defined six scenarios for analysis: Business as Usual (reflecting current Federal programs only, and non-implementation of the GHG Phase 2 trailer requirements).

Counties where measured ozone is above proposed range of standards, based on 2011-2013 monitoring data. Earlier this year, EPA staff had recommended the further reduction of this primary ozone standard from the current 75 ppb (parts per billion) to a revised level within the range of 70 ppb to 60 ppb—and preferably below 70 ppb.

Renewable Fuel Standard (RFS) Program. The RFS is a federal program that requires transportation fuel sold in the United States to contain a minimum volume of renewable fuels. It is also thinking of expanding the subsidy program to other clean energy industries, like car charging companies.

To date, federal programs have resulted in incentives that do not necessarily promote or reward the best performing and most environmentally friendly fuels, according to the LCSFA. The LCSFA says it formed to address existing legislative and regulatory inequities that have slowed or even hindered the development of advanced biofuels.
