The staff of the California Air Resources Board (ARB) has posted the proposed Advanced Clean Car (ACC) package of regulations in advance of the Board’s meeting on 26 January 2012 to consider adopting the new rules. The Advanced Clean Cars program combines the control of soot, smog-causing pollutants (LEV III) and greenhouse gas (GHG) emissions into a single coordinated package of requirements for model years 2017 through 2025. The California Air Resources Board approved an amendment allowing compliance with national greenhouse gas emissions regulations for passenger vehicles set by the US Environmental Protection Agency (EPA) to qualify for compliance under the California’s clean car rules. The Board’s action today is the final step in establishing a single national program to reduce greenhouse gas emissions by increasing vehicle efficiency.

The Clean Air Act established two types of national air quality standards: Primary standards set limits to protect public health, including the health of at-risk populations such as people with pre-existing heart or lung disease (such as asthmatics), children, and older adults.

On Tuesday, US Senate Majority leader Harry Reid released the “Clean Energy Jobs 5 and Oil Company Accountability Act of 2010”—the latest version of the energy bill to emerge from the Senate. The bill establishes within the Department of Energy a Natural Gas Vehicle and Infrastructure Development Program for the purpose of facilitating the use of natural gas in the United States as an alternative transportation fuel, in order to achieve the maximum feasible reduction in domestic oil use.
