Veteran automakers, oil companies, and federal and state governments have been both the prime movers and obstacles to plug-in cars in the past and they remain so today. Will we get our money’s worth?

Consumers here and elsewhere soon will be able to choose between two types of electric vehicles: the plug-in hybrid and the all-electric car. Plug-in hybrids run on an electrical charge for about 40 miles before switching to gas power.
