The global merchant fleet currently consumes around 330 million tonnes of fuel annually, 80-85 per cent of which is residual fuel with high sulfur content.

The National Low Carbon Fuel Standard (LCFS) Project has released two major reports that synthesize its findings from the past several years of work: a Technical Analysis Report (TAR) and Policy Design Recommendations. Fuels currently used in on-road vehicles account for about 80% of transportation fuel use in the US, and are easy to track.
