These projects put more than 9,000 alternative fuel and energy-efficient light-, medium- and heavy-duty vehicles on the road, and establish 542 refueling locations across the country. The project will deploy 502 alternative fuel and advanced technology vehicles through 119 public and private fleets throughout the state.

PECO is expanding its fleet with new natural gas and hybrid electric models. The utility is participating in a national consortium that recently was awarded a federal stimulus grant to purchase plug-in hybrid electric vehicles (PHEVs), and the company is buying more trucks to run on compressed natural gas (CNG) as well.

The general assumption seems to be that Americans will simply ditch their gasoline-powered vehicles in favor of EVs. Amazon announced an investment of nearly $1 billion in an all-electric delivery truck fleet last October. The New York Police Department began its shift to electric vehicles last September.

The catalytic converter that keeps the ICE from being a gross polluter in conventional cars and hybrids however, isn't kept warm by the continual embrace of an ever-churning engine in a hybrid with all-electric range. A supplemental electric heater comes right to mind. It also spreads doubt about the enviro bona fides of plug-ins.

Set a target of reducing the carbon intensity of gasoline and diesel by 10 to 15 percent by 2030. Regulate the parties responsible for producing, importing, or supplying fuel. Use energy efficiency ratios to adjust the carbon intensity ratings of fuels for diverse propulsion technologies.
