At the conclusion of the International Negotiating Committee on Mercury ( INC5 ) meeting in Geneva ( earlier post ), nations agreed on a global, legally-binding treaty to prevent mercury emissions and releases. Governments have agreed on a range of mercury containing products whose production, export and import will be banned by 2020.

The government also is maintaining its target of cutting GHG emissions by 40% by 2020 (compared with 1990 levels) and by 80% by 2050. The regulations for plants that are already in operation, however, would remain unchanged to guarantee investment security and legal certainty. These costs are primarily borne by consumers.
