CNOOC Limited—China’s largest producer of offshore crude oil and natural gas and one of the largest independent oil and gas exploration and production companies in the world—is acquiring all of the Common Shares of Canada-based energy company Nexen Inc. It is the second-largest oil producer in the UK North Sea.

The US State Department has issued a Presidential Permit to Enbridge Energy, Limited Partnership to enable construction of the Alberta Clipper pipeline for the transport of crude oil from the Canadian oil sands to US refineries. This week, the RFA happened to issue two pieces, each touching on the impact of oil sands production.

Natural gas is projected to be the fastest growing fossil fuel, and coal and oil are likely to lose market share as all fossil fuels experience lower growth rates. Very broadly, they found that an LCFS would buffer the economy against global oil price spikes, trim demand for petroleum, and lessen upward pressure on gas prices.
