The $787-billion stimulus bill (HR 1, the American Recovery and Reinvestment Act) that emerged from the joint House-Senate conference committee this week provides funds for a large range of transportation-related projects. A 10% credit, up to a maximum of $4,000, for the cost of converting any motor vehicle into a qualified PHEV.

The study focused on a portfolio of powertrains: BEVs, FCEVs, PHEVs and ICEs, taking into account significant advances in ICE technology between now and 2020. Among the findings of the survey: Approximately one-third (33.8%) of respondents felt the lack of investment to modernize the grid is a primary roadblock preventing the widespread support of EVs. 19% of those surveyed indicated the government should bear the primary burden of developing and funding an EV infrastructure or smart grid.
