The California Air Resources Board (CARB) is going to update the Light-Duty Vehicle Electronic Certification (LDV E-Cert) system to indicate electric range and credit information of plug-in hybrid electric vehicles (PHEV) and zero emission vehicles (ZEV) on the certification Executive Order.

And I’m one those million since they’re counting plug-in hybrids (PHEVs) as well as full battery electrics. I think that’s fair since on a good day my 3 ½-year-old Chevrolet Volt has a 61-mile all-electric range, roughly comparable to a used Nissan Leaf or Fiat 500e. On top of that, I’m currently running at 80+% electric miles.

In 1990, California adopted a zero-emission vehicle (ZEV) requirement, mandating that the seven largest automotive companies in California “make available for sale” an increasing number of vehicles with zero tailpipe emissions. With these type of sales numbers, the effect is to propel Subaru and Mazda into the LVM tier.
