As an example, the Chevy Volt was not eligible for the CVRP until February 2012. Approximately 2,300 Chevy Volts were sold in California before the Volt became eligible for the CVRP and, therefore, these vehicles are not reflected in the CVRP database. Of those, ZEVs account for 7,404 (52%) and PHEVs for 6,542 (46%).

I was at the end of a 3-year lease and a 6-month extension on my 2018 Chevrolet Volt Plug-in Hybrid. I love several things about the Volt that tipped my decision to buy out the lease and keep on driving—mostly on electricity: The Lectron charger has style and speed. The Tesla adapter is a must in my neighborhood.

And I’m one those million since they’re counting plug-in hybrids (PHEVs) as well as full battery electrics. I think that’s fair since on a good day my 3 ½-year-old Chevrolet Volt has a 61-mile all-electric range, roughly comparable to a used Nissan Leaf or Fiat 500e. Toyota Prius Prime PHEV – 14,275. Tesla Model Y EV – 61,022.

(In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.
