If these companies are ultimately successful and can convince EV manufacturers to ditch lithuim ion, we could depend on the already robust recycling program. Even so, most next gen EV manufacturers are focused on lithium ion (and to a lesser extent NiMH) as the core technology to power their cars. Shameless self plugs here.

No because we are just now getting the technology to do a marketable EV. If you build a car as a "kit car" with no real factory, then yes, it will never be an economic success.
