The Clean Vehicle Assistance Program, run by the Oakland-based nonprofit Beneficial State Foundation, was launched with a $5-million CARB grant. To date, Beneficial State Foundation has already received more than 900 applications and awarded 24 grants for cars ranging from a 2018 Nissan Leaf to a 2014 Kia Optima Hybrid.

The public agencies receiving vehicles are: Alameda County, Sonoma County, San Francisco, Concord, Santa Rosa, San Jose, Oakland, Fremont, the Marin Municipal Water District, and Sonoma County Water Agency. The County will receive 26 of the 90 vehicles—raising the number of electric or hybrid vehicles in its fleet to more than 50.

The Alameda-Contra Costa Transit District (AC Transit) of Oakland, Calif., has exercised options for four more PureMotion Model 120 fuel cell systems from UTC Power for its next-generation hybrid-electric fuel cell buses. AC Transit is currently operating three Van Hool hybrid-electric buses with UTC Power fuel cell systems.

Department of Energy has purchased an F3DM to take the battery apart. BYDs first plug-in hybrid, called a dual-mode car, is designed to run primarily on electricity, with an internal- combustion engine for backup. Skeptics say that BYDs battery cannot be both more powerful and cheaper than those made by competitors, and the U.S.
