Results of the study suggest that soot is second only to carbon dioxide in contributing to global warming. Jacobson used a computer model of global climate, air pollution and weather that he developed over the last 20 years and updated to include additional atmospheric processes to analyze how soot can heat clouds, snow and ice.

The cap is enforced by requiring each source that operates under the cap to turn in one allowance or offset credit for every metric ton of carbon dioxide equivalent (MTCO 2 e) that it emits. The cap-and-trade program gives sources flexibility to make the most cost-effective choices about when and how to reduce emissions.
