California’s latest greenhouse gas data shows that while the state continues to stay below its 2020 target for emissions, there is much more work to do to achieve carbon neutrality by 2045. California statewide GHG emissions dropped below the 2020 GHG Limit in 2016 and have remained below the 2020 GHG Limit since then.

From 2005 through 2020, total US greenhouse gas (GHG) emissions are projected to rise by 4% under a “with measures” scenario (but without a cap-and-trade program and other complementary policies), from 7,109 Tg CO 2 Eq. from 2005 to 2020. The United States released previous Climate Action Reports in 1994, 1997, 2002, and 2006.

CARB approved the State Strategy for the State Implementation Plan ( State SIP Strategy ), which describes CARB’s commitment for further reducing vehicle emissions needed to meet federal air quality standards over the next 15 years. The Board also approved the South Coast Air Quality Management District’s comprehensive air quality plan.

The cap-and-trade joins a suite of other major climate program measures including standards for ultra-clean cars (Advanced Clean Cars, earlier post ), low-carbon fuels (Low Carbon Fuel Standard, earlier post ) and renewable electricity. The cap then declines about 2% in 2014 and then about 3% annually from 2015 to 2020.
