ARB staff Staff is evaluating four potential broad elements to the Advanced Clean Transit regulation: Require Zero Emission Bus Purchases. Mandate a fraction of bus purchases to be zero emission technology starting in 2018, and set a goal of complete transit fleet transition to zero emission technologies by 2040.

The Climate Change Commission’s analysis shows that by 2030 67% of cars entering the New Zealand market are EV. New Zealand currently has 4 million passenger cars in its fleet, the vast majority of which are fuelled by petrol and diesel. The government itself has set a target to have 30% of the light fleet electric by 2035.

Achieving our overall goal—reducing fleet fuel and energy consumption and GHGs by three-quarters or more—will be extremely challenging. In Europe, the anticipated fleet growth is less, as are the potential reductions from technology improvements, but the overall percentage reduction potential is similar to that in the United States.
