In California’s Los Angeles Basin, levels of volatile organic compounds (VOCs) pollutants have decreased by about 98% since the 1960s, even as area residents now burn approximately three times as much gasoline and diesel fuel. The California Air Resources Board directed its staff to take steps to provide further locomotive and rail yard emission reductions beyond those achieved by existing US Environmental Protection Agency and state regulations and agreements. While we are pleased to have already reduced diesel emissions at the rail yards, it’s not enough.
