Nearly one-third of those surveyed already own an EV or plan to buy one within five years. Conversely, 39% of respondents would only buy an EV if gasoline-powered vehicles were no longer available. Americans cite too few charging points and too high upfront cost as the leading barriers to buying an electric vehicle.

Tax credits and gasoline prices necessary for various electric vehicles to be cost-competitive with conventional vehicles at 2011 vehicle prices. The electric vehicles that are the focus of this study fall into two broad classes: plug-in hybrid electric vehicles and battery-electric vehicles.

Since our cars and trucks use almost two-thirds of the oil we buy, the quickest way to cut oil use is to free transportation from its grip. That means we’ll be powering some miles with increasingly renewable electricity that isn't made from imported oil. Over time, we can conserve by reducing the miles we drive.

As presently consitituted, the Senate bill drops the requirement of electricity generators to achieve 15% renewable sources, but includes higher CAFE standards and major provisions for plug-ins, including conversions. It also creates a 20 percent tax credit for consumers who convert their vehicle to a plug-in, or up to $2,500.

Politicians hoping to exploit the moment spread the notion that American gasoline could flow bountifully, cheaply and forever were the boot heel of big government taken off the neck of poor oil companies. The vehicles and infrastructure being funded include the use of natural and renewable gas, propane, ethanol, biodiesel, electricity, and hybrid technologies. The program includes the installation of 10 alternative fuel refueling sites (two B20, one Electric Recharging, and seven CNG). Total DOE award: $15,000,000.
