California’s latest greenhouse gas data shows that while the state continues to stay below its 2020 target for emissions, there is much more work to do to achieve carbon neutrality by 2045. California statewide GHG emissions dropped below the 2020 GHG Limit in 2016 and have remained below the 2020 GHG Limit since then.

In 2017, emissions from GHG emitting activities statewide were 424 million metric tons of CO 2 equivalent (MMTCO 2 e), 5 MMTCO 2 e lower than 2016 levels and 7 MMTCO 2 e below the 2020 GHG Limit of 431 MMTCO 2 e. These reductions have occurred while California’s economy has continued to grow. Compared to 2016, California’s GDP grew 3.6%

Approximately 70% of the reductions needed to meet the ozone standard in the South Coast in 2031 would come from existing or proposed regulatory actions. Short-lived climate pollutants (SLCPs) make up about 12% of GHG emissions, but strong actions to reduce them could help reduce global warming by as much as 40%.

SLCPs are a category of pollutants which remain in the atmosphere for a relatively brief period, but have global warming potentials that are much higher than those of CO 2. SLCPs may account for an estimated 40% of global warming, increasing the impacts of climate change. CO 2 remains in the atmosphere for up to a century.

The cap-and-trade program also works in concert with other measures, such as standards for cleaner vehicles, low-carbon fuels, renewable electricity and energy efficiency, and complements and supports California’s existing efforts to reduce smog-forming and toxic air pollutants.
