The update identifies eight key sectors for ongoing action: Energy; Transportation, fuels, land use and infrastructure; Agriculture; Water; Waste management; Natural lands; Short-Lived Climate Pollutants (such as methane and black carbon); and Green Buildings. The Air Resources Board is required to update the Scoping Plan every five years.

In order to achieve the 2008 Ozone National Ambient Air Quality Standards set by US EPA, CARB estimates that the South Coast Air Basin alone (including Los Angeles) will need an 80% reduction in NO x emissions by 2031. Truck sales were up in model years 2014 and 2015, the years covered under the first round of truck standards.

The achievement of this goal should be extended from 2015 to 2020 in order to have sufficient time to carry out R&D on this stretch goal. California’s and, potentially, EPA’s move toward further heavy-duty NO x reductions to meet National Ambient Air Quality Standards for ozone will be critical.

The program funds projects to encourage the development and use of new technologies and alternative and renewable fuels, including electricity, natural gas, biomethane, hydrogen, and gasoline and diesel substitutes, such as cellulosic ethanol (derived from woody materials, including agricultural waste), and biodiesel from waste grease.

In general, biofuels made from organic waste are environmentally more benign than those from energy crops. A few studies also include other relevant impact indicators as acidification potential, eutrophication potential, ozone depletion potential and various toxicity potentials. However very few studies include water use impacts.
